Why do NOT these post superannuated wise after retirement civil servants write to their counterparts whom they groomed over the years to play their respective and constructive role as they form the nucleus of the government machinery..the problem is that apart from being incompetent they are subservient sycophants with myopic vision lacking integrity and intent.. absolutely self serving lot who hace no clue of governance..ministers come and go every five years, these overhyped Babus are answerable for the state that we are in

                  I have no vested interest not any political agenda. This is going to be my 5th book.

                  One of the things that fails to impress me is why only ex- Civil Services officers write, what happened to the current officers, at least those who are not waiting for post retirement benefits or extensions

            2. I do not agree to most of them. Looks like a vested interest twosting facts and trying to put blame the Central Govt where as it is the State govts who are at fault most of the times. These same retired people when at the helm of the affairs hardly did anything to build proper health infrastructure. The whole epidemic unfolded itself in front of our eys and we the public have noted who were doing what. Who played politics. Who didnot attend numorouse meetings conduceted by PM.How efficiently Indian Railways worked for supplying oxygen and how swiftly all these were arranged. How hoarding and blackmarketing took place in which states. The public sees it all. It is high time to practically do something for the needy than sending letters . How the Ventilators given from PM Care fund are lying unused in various states.

Pendemic is never assesed in advance .Remember when vexine was available leaders like Rahul and Akhilesh were telling this is BJP vexine . There was no support of opposition as well public .       3. Although in principle I support the spirit behind the issues being raised, anything coming from retired IAS / IPS officers should not be taken seriously. These are the termites who enter the system to milch it dry and then, once they have had their fill, they retire and start sermonizing. This Govt has a lot to answer. But these vermins have a million more questions to answer. The principal reason behind this crisis is the creaking health and industrial infrastructure, except for the pockets of excellence to be used by these elites, of our country. This piece of infrastructure had been left to rot since last 70 years, with the blame shared by Govts of all hues. It was surviving all these years purely because of God’s grace, waiting for a crisis of this magnitude to expose its frailties. And consequently, when the perfect storm came, it simply crumbled. What did these people do to change the shape of things when they were in power? Absolutely nothing. Today, they are writing this letter not out of any compelling spirit of concern for the masses. They are doing this for two reasons:
         1) To cover their tracks, lest the roving eyes of people’s inquest reach their doorsteps.
         2) This crisis has also engulfed so many IAS and IPS officers, rendering all their privileges useless, like the illusion of benefit generated by tricks like Ayushman Bharat Insurance scheme. Now these people, perhaps for the first time in their lives, ever since they began their careers as members of this elite club, are fearful that they might also fall victim and all their power and pelf would not be able to save them.This is therefore more an outcome of fear for their own safety than anything else.
         These leeches should get nothing else but a liberal sprinkling of common salt on their bodies, to drain our blood from their system. I have nothing else but contempt and disdain for them.

            1. These are stuff who did nothing to strengthen the medical infrastructure of county. They hardly give hear to the complaints ans suggestions. Their only job was to get timely promotion, desired place of posting and to enjoy lavish life on the money of tax payers. If all would have done I the past O2 shortage i hospitals , installation and maintenance of it. Only one AIIMA was there that too was built by RANI AMRIT KAUR later been renamed. This govt had done a lot not only in the field of medical, dependency to import of arms Now we are capable to export PPE kits , masks , gloves. In the field is medicines polio vaccine was imported till 2024. Now it’s been developed in india,, above all private sector is promoted to do the job by giving free hand to them Now we are having 3 vaccines and more in pipeline. This could be enough to understand tthe facts. The persons whose name has been reflected being signatories are those who were sycophants of previous regimes. Jai Hind. 🇮🇳🇮🇳

         3. Heard of the Pareto Principle? 20% of the people do real work while 80% belong to the class you refer to.

            Casting everyone with the same brush reflects a narrow vision.

            And even if there are some of them from the category referred there is absolutely no harm in improving and developing a constitutional Conscience at any point in time.

         1.PM cares fund is Registered; pm telief fund is not regd;
         2.PM cares fund comes under CAG. pm relief fund did not .
         3.PM cares fund has officials and ex-officio members; pm relief funf had congress president sonia gandhi and others of her ilk.as members.
         4.by disclosure, what do they mean?

Otherwise who had stopped them from creating medical infrastrucute when they were in service.          All what is written in the letter. has been known to people ,as a part of mischievous strategy being orchestrated day in day out by the wested interest both in India and abroad.
         They think that they are the fountain head of all knowledge of the world.
         They also think that they have the birth right to rule the country.
         They also assume that their successors who are in the present government have been selected and brought in the administration in the same way as they were.
         Lastly..I feel they are still tied down with their masters who brought to their past position, and they have to do what their masters demand or command.

Respected Sir’s, I want to salute you all for the courage and conviction shown by the group for analysing the functioning of the GOI.I don’t think that the PM shall take all these things in the right perspective and shall try to improve the functioning of the Government at different levels of Governance. Being the part of the Government so long,you might have seen that during the passage of time,certain drawbacks has crept in our democratic model of Governance. People at large are suffering because of the dictatorial attitude of leaders, who capture the Executive posts like PM,CM,Ministership,Governorship etc.by exploiting the present democratic dispensation. You all shall agree that the power’s enjoyed by the PM makes him overpowered and finally proved to be like a Dictator in the guise of democratically elected Leader of the country. 8. This Letter is as perious as giving a oxygen to patient dying becoz of its lack. I firmly, confidently support this letter. History is evidence that India has servived many pandemic more intense than this Covid 19. Right from the child’s birth many immunization took place to protect the child from diseases like polio, rubella, measles,T.B and today we are free from all this diseases.Isn’t it ? All this came through proper planning and well execution by the administration and government.We can easily overcome this too. Can you write to prime minister Narendra Modi and finance minister nirmala sitharaman about people who have taken a loans for houses, flats, vehicles, or business, because of this pandemic their jobs lost some have no business and people cannot pay their installments, so my request to you people to write a letter to prime minister Narendra Modi and finance minister nirmala sitharaman saying that give a break for payments atleast 2 year or 3 year, any how they are going to pay whatever amounts they took a loans, if the central government gives a break it will be very helpful to our people during this pandemic time, lots of people’s are saying banks people are go on calling to pay their installments, borrowers are surely going to do the payments because of this deadly disease,

    1. Everything is being managed well. Healthcare sector is included in state list of Constitution of India. Niti Ayog and ministry of health is coordinating. Any suggestion by any expert on covid-19 should be offered before March, 2021.

       But it looks sure on an outcome of no use because it seems that

       India in under a religious attack from within, and it is evident from history of human civilisation, that whenever any country or culture faces a religious attack, the population has to face brutality. With a religious mindset to govern a multi cultural society in last 07 years, to which existing executive us certainly a part of and all organs of government were easily twisted to support religious agenda of government in power.

       it is out of context to assume that the executive would suddenly leave aside it’s radical mindset and start acting as true public servants.

       The executive, judiciary and media are to an extent left spineless to force government to act beyond its agenda.

       It is time to help each other a social level with what ever support government can render. Also criticism of present government would increase arrogance in political leadership that is more like a cadre than seasoned politicians like Late Sh A. B. Bajpai, Sh. L. K. Adwani who were more than cadre of any organization.

       All the above qualified – signatories are humbly advised to form expert committees on various subjects that can help Indians fight COVID.

       These committees may publish there suggestion on weekly basis as a brief to government and public at large.

       Hope dignitaries here would think it as possible use of their expertise to help everyone of us.

Indeed the Govt’s only effort is aimed at saving the tattered reputation of Mr Modi rather than spending time effort and money to actually resolve the various burning issues which have been caused thanks to the total incompetence and lack of vision, planning and foresight by Mr Modi and his one man army Government which has been absolutely the worst to govern India in living memory.

    Let us hope for a miracle or some intervention, divine or otherwise which relieves us of this curse (BJP Govt) and allows us to elect a more humane, caring and competent dispensation to salvage whatever is left of this nation and its people.

16. Strange phenomenon. Why is it that all the wisdom dawns on the civil servants only after they retire or post 60 years of age. While in service, they act as burra brown sahebs, inaccessible to people at large. Some became active participants in the large scams or beneficiaries thereof. But post 60, when they become irrelevant, sit on a number of corporate boards because of their service connections, the wisdom finally dawns and they begin to see constitutional transgressions. Since I belonged to the community of civil servants I do have a good understanding of who they are what their psyche is.

    Can anyone of them tell me as to how did they join the fight against the pandemic?

    So, my humble request to the great courageous 116 men of little relevance is, that you have had your innings. Let those in the field play theirs.

23. The former bureaucrats — policy makers, executors or Lt Governors etc. — in the list have the worst credentials to speak on the decisions and actions of the government of the day. Ask all of them to do some soul searching and let us know how many times during their career they stood up to their political masters and paid the price for that. It’s easy to join the complaining side and pretend to be a hero after superannuation.
    Although constructive advise from any group of citizens must be listened to and honored by the government, the retired bureaucrats, in my opinion, turn out to be the worst parasites in our society. Take the example of Patna I’m more familiar with: The city is filled with retired IAS, IPS officers and court judges, but they will not lift a finger against so many atrocities and corruption going on next door or next street. To add insult to the common people, there are fancy IAS and IPS Wife Associations and Clubs.
    The list of demands includes relaxation of the FCRA. These former bureaucrats know very well this will amount to opening the back door for all illicit and unaccounted money to flow into the country. Are they not familiar with the organizations abroad that fund all kinds of subversive activities in India?
    An expedited clearance should be the way to go whereas there must be complete transparency in the funds collected by any organization including the PM relief funds.
    Sorry, if I have sounded harsh. The country needs unity and action at this juncture without being divisive. I understand the pent up feelings of the opposition forces for the last seven years. Covid catastrophe has given them a chance and from behind these ex-bureaucrats they have seized the opportunity to pummel the current government and the Prime Minister.

26. I do appreciate the sentiment of your suggestions but the math of it leaves me a bit worried. At Rs. 7000/household we probably need to support 80 crore people so roughly 20 crore households. This leads to an annual expenditure of 16.8 lakh crore. This is roughly the total collection from direct taxes in a year. As all of you know, we have direct and indirect taxes as our chief sources of revenue which can then support our expenditure. Your single suggestion will wipe out the entire direct tax collection. Our ability to support minimum prices for wheat and rice would be compromised. Our defence expendtiture would need to be curtailed at such a delicate juncture. We might even not be able to pay salaries of government servants if this were implemented in all seriousness.
    My question is to all you ladies and gentlemen who have served this country with great distinction (and I do know a few of you and my regard is in all seriousness at the highest I could ever hold you all to) and I say this with no sleight of either hand or tongue, why suggest something which this country cannot afford?

    Since independence you have all been at the helm of affairs in governance and all of you have got outstanding “ACR” , Then why is the country not outstanding. No prizes for guessing that you have all been a bunch of self serving officers.

You cannot tell the present dispensation anything positive which they have not thought. And see the suggestions on FCRA. Are you you not aware of the dangers of doing so. And other suggestions are so vague, a typical bureaucratic suggestions. Have you accounted for the GDP and population of the country while drafting those points. Or you limit yourselves to advising for implementation is someone else’s headache. Exactly the way you have been doing all through your career. Can you yourselves implement those suggestions. It is very easy to blame the politicians and your juniors. Now do you understand why despite your impractical approach to the nation’s problem this country is still able to progress. Selfless service of millions of people have been carrying the burden of the nation, you all included, while you were busy lobbying for plum postings and messing up wherever yupi went. If you are concerned why don’t you pick up phones and advise your junior officers in different states, who are at the helms now and who have been your probationers/ training’s during district postings. But you won’t do it as they also won’t listen to you. They know your useless worth so well. No one has any trust or expectations from you. You all have always been of a misplaced notion that simply because you have been at the apex of bureaucracy, you are the most enlightened ones to advise the Govt. You all better leave the system alone, relax and repent for not doing justice to the job assigned to you during your service and losing the opportunity to serve the nation honestly.

    2nd wave of COVID-19 was simply ignored by government led #Modiji which took over 42,000 in April and by now over 80,000 21st May, 2021
    Government #blundered the anticipation this second wave of COVID-19 as it swept Europe, Brazil, Turkey and USA etc. what a treacherous and pathetic life 1390 millions Indians saw close to dozens days over 400k cases of COVID-19 and 4000 cases as #Oxygen supplies dwindling, beds full across more than 100 cities, of course ICUs unavailable, ambulances not enough, black markets thriving
    Finally, absolutely blunder by #Modiji not plan and implement enough vaccines for 50% Indians, even his visited to #SerumInstututeofIndia produces 50 million #covishield per month since January 2021, #BharatBioTech produces #covaxin 12.5 million a month
    So by April 2021, only 250 million produced so exactly shows only less 200 million vaccinated across India but glorified advertising of #LargestVaccinationDrive while few countries vaccinated 50% of their citizens I.e. two doses but less than 10% Indians. Biggest mistake a government committed since independence
    No foreign vaccines approved until a week
    Close 20 million will be infected by COVID-19 by end of May, deaths will continue increase

45. (1) Apt letter. I don’t understand the expression, ‘…elections ..may be unavoidable…’. Of course, they were very much avoidable.

    (2) The issue India is in presently is not one of ‘health’; it is one concerning the ‘security’ of its citizens. India is at war against an unknown weapon of mass killing, the source of which may not be conclusively known.

    (3) India, was and is in a state of ‘a national emergency’, and the related constitutional provisions were meant to be invoked exactly under the circumstances that India has been since March 2020

    Few notices were appreciable, however, majority of statements were irrelevant and looked like allegations and complaints.
    I have my own doubt about the authenticity of the observations done by this group, as a ground worker, I do not find them true either.
    CCG like, any other loyal countrymen, can suggest outside the parliament or say about some observations.
    I have replied to majority of this articles with facts, which these gentlemen need to answer. Else, it will be just like a comment without a thought process.
    However, actions which they have suggested, majority of them already functional even before they suggest…

    But, still, suggestions or complaints should be based on facts or scientific evidences. If common man demands vaccination to all within 6 months, we understand that he is ignorant.

    My Doubt: Please, elaborate this. As State governments were unable to decide the course of action, central govt took over and successfully controlled the 1st pandemic wave in India, which was no doubt appreciated by one and all.
    Since state governments cried foul and rights of states were questioned, during the 2nd wave, rights were given to state government to control the pandemic. Any outcome from State Governments?
    Especially two states, Maharashtra and Delhi, are responsible for spreading this all over India. Do you agree with me? I have some statistics and data to prove that.
    These two state governments public statements and discussion with Central governments, are evident to show their ignorance on controlling the pandemic. Would you also advise State Authorities?

    My Doubt: The resources of the PMNRF are now utilized primarily to render immediate relief to families of those killed in natural calamities like floods, cyclones and earthquakes, etc. and to the victims of the major accidents and riots. For a pandemic like this, which occurs once in 100 years, should have different account.

    My Doubt: Yes, to certain extent, is true. But I have one doubt gentlemen. Is it not the duty of Election Commission of India or President of India, to postpone the constitutional requirement of conducting election, else, presidency rule should be have been brought in?
    Second doubt: Elections were held in Assam, West Bengal, Kerala, Puducherry, and Tamil Nadu.
    2nd Wave originated in Maharashtra and Delhi, where no Election activities were held. How come campaigning or gathering at places which are hundreds of miles away hit states of Maharashtra and Delhi? Which, we feel logically not a right statement to connect Pandemic to Elections. Why not farmer’s agitation was a planned conspiracy to spread pandemic? anything can happen, when certain group have international funds for destabilizing India.
    We, 109 Crore citizen, will never allow that to happen in any case.

    My Doubt: As certain Religious gatherings can not be controlled by Policies, due to the weakness of our constitution. It implies to all religions like Ramdan, Kutti etc… These are religious sensitive matters.

    We hope, you understand the manufacturing process of vaccine. Vaccines are not magically created. They need raw materials and have to be manufactured. Vaccines are manufactured against the agreement that it shall supply 40% to UNO, as license is procured to manufacture in India.
    As on date, 18 Cr citizens in India are vaccinated. USA, being a developed nation, have just completed 15Cr. Where are your calculations?
    We are proud the way current government doing its level best. More than 100 Cr are being him, not just few hundred.
    At the level of current pandemic, even USA could not have fared better as compared to India. If 10 persons at home, all suffered from diarrhea at the same time, do you think they will have 10 toilets already built? Very illogical thinking. Please, think on ground reality. Better move around with covid patients to understand, not to collect materials from media, which are already bought out by anti-nationals.

55. We need to re look and modify the constitution as on today. Many amendments has to be brought in to match today’s independent and developing leadership India and changing scenario uplifting our heritage and culture.
    We citizens of India constituting 109 Cr should be together in this. Modi Govt has handles the pandemic excellently so far.
    Death Rate if you compare : 0.02% of population, where as it is 1.9% in USA. Which is better?
    18Cr of Indians are vaccinated, where as only 15Cr of Americans are vaccinated, who is better?
    Handling 132 Cr with internal enemies, opposition parties, anti nationals, migrated groups, terrorists, is not a JOKE. Where as what is America’s population, 33 Cr.
    Current Govt has done something great and still doing it…We support them. We do not ridicule them. And we are 109 Cr, still going up.

57. Observed n seems fast wrong decisions always. Y this is happening in India. In common sense am asking last year 2020 slow increase trend of pandemic,decision was fast implementation of Nationwide Lockdown with long duration,we were not in a understanding about this new pandamic. After one year we know some basic fundamentals / properties of this pandamic but not implemented nationwide lockdown even we understand this 2nd wave is very speedy than 1st, keeping states to implement their own decisions seems thrown balls to other court. Mine suggestion – implement nationwide lockdown in severe manner releasing freebies to the citizens door step including vaccines for 30 to 45 days then observe n release. Anybody disobey keep them in jail n give slow treatment for a year. Decision is yours now but don’t blame publics again n again

       Ideally, these should have been the arguements of the political opposition (if existed). Some non BJP MPs and MLAs continue to raise these questions but they are more inconsistent and not united.
       I am glad that such a group (like yours) exists and have strong opinions for the betterment of the country. May I request this group to write more and more of such articles in newspapers, digital media or take video sessions(maybe open a YouTube channel). This will give voice to the ideas and thoughts of millions of Indians who may not be civil servants but are aware and also the victims of weak governance over these last few years. Your voice may also help the country in raising the voice to save the federal structure and our institutions that have been downgraded remarkably by the current ruling establishment.

63. I grew up with the world image if India as a starving, third world country with an inept corrupt and failed governance. In the last few decades, India emerged as a responsible thriving economy and world power.
    However, the state of the Country has somehow matched the 1960s image again in 2020-21.
    Complete arrogance, disregard for any kind of counsel and destruction of a working system of governance and the administration by the Modi Regime, has made India suffer extreme untold tragedy and made this great Country, once again, a beggar Nation in the eyes of the world.
    Irrespective of the dispensation, it is the IAS continues to run the country, and we are encouraged to see this ‘Letter’ to the PM. Considering the track record of the Modi regime, in terms of listening to advise (soft or hard), I do hope it makes at least a small dent if not a difference. 64. The honourable men have at last woken upto the dismal state of medical infrastructure in the country. They should also accept their share of blame, because it is during their time in service that govt hospitals became dirty and filthy. I remember as a child there was no nursing home in Kanpur. However, things turned turned for the worse due to poor supervision of these people. They continue to remain in comfort zone and are ill informed of the present situation. I would like to point out that MAREGA scheme, kissan samman nidhi, free vaccination at govt hospitals, free ration to the genuine poor is being done. However, experts are always going to forecast doom, yet it is upto the people to rise to the occassion. The common man will do it again as they have done in the past. There were lapses no doubt as during the first wave the holding of a big Jamat conference at Delhi, Kumbh at Haridwar and elections were no doubt not required. The so called steel frame is not even a bamboo one. The type of juniors they groomed are nothing but yes men hankering after plumb postings. The introduction of CM fund which enables a person to avail medical facilities upto Rs. 500,000/- is there. Aayushman card is also there. These schemes were nowhere to be heard during their time. Lastly, let these men enjoy their pension in the twilight years of their life and take their advice with a pinch of salt.

       1) Remove GST (“Gabbar Sing Tax”) so that people and states can earn and impose taxes as they like.
       2) Scrap Farmers’ law forthwith.
       3) Hand over total management of PM cares
       fund to Congress chief.
       4) No one should ask how much donations Rajiv
       Gandhi foundation has done for current
       Pandemic causes.
       5) Stop Central Vista project and hand over
       total allocation to congress chief. Declare it was done to match the wishes of Congress demands.
       6) Buy immediately all vaccine requirements
       from China.
       7) Immediately hand over Premiership of the country to Rahul as an interim PM.

       All the points raised will be automatically addressed if the above stated actions are taken by the current dispensation.
